2004년 1월 모임에서 ARRL Board of Directors 는 DXCC entity를 결정 짓는 DXCC 규정에서 1번 c 항의 규정인 "entity는 분리된 IARU member society를 갖어야 한다"는 조항을 삭제 하기로 하였다.
DXCC 2000 program의 일부로 1998년에 만들어진 이 규정은 "새로운 entity는 분리된 IARU membership society를 갖어야만 political entity로서 DXCC list에 추가될수 있다"라고 기술하고 있다.
그 이후에 이러한 규정은 4개의 새로운 DXCC entity가 추가되고 현존하는 한개의 entity가 인정되지 못하고 보류되는 결과를 초래했다.
불행하게도 이러한 규정이 IARU의 창립목적과는 전혀 다른 방향으로 불필요한 IARU 회원국 가입을 부추기는 결과를 초래 하였으며 결과적으로 IARU에 불필요한 짐을 지우는 결과로 나타났다.
이번 규정의 변화는 기존의 규칙에 의해 만들어진 entity에는 변화를 주지 않을 것이다.
DXCC rule II 5 C 항은 "DXCC criteria의 변화는 그 변화된 시점에서의 DXCC list상의 어떠한 entity에도 영향을 주지 않는다" 라고 기술하고 있다.
DXCC 의 political entity를 결정하는 다른 두개의 criteria는
1.a) "entity 는 UN 회원국이어야 한다 와
1.b) (국제기구를 제외한) entity 는 ITU에 의해 할당된 call sign prefix block을 가지고 있어야 한다" 라는 것이다.
Board 는 즉 political entity를 결정하는 근거 기준으로서 IARU membership이라는 조항을 삭제하는 것으로 DXCC rule을 수정하고져 하는 것이다. - 원문 해석 HL1IWD -

At its January meeting, the ARRL Board of Directors removed paragraph 1.c) ("The entity has a separate IARU member-society") from the DXCC Rules criteria for determining a DXCC entity.
This provision, implemented in 1998 as part of the DXCC 2000 Program, had provided that "An entity will be added to the DXCC List as a political entity if it [...] has a separate IARU member-society." Since then, the rule has allowed for the addition of four new DXCC entities and the retention of one existing entity.
Unfortunately, the provision also had the unintended consequence of stimulating applications
for IARU membership that do not further the objectives of the IARU, creating an unfortunate and unnecessary administrative burden.
The rule change will have no effect on entities created by or as the result of the rule. According
to DXCC Rule II, 5. C), "A change in the DXCC criteria shall not affect the status of any entity on the DXCC List at the time of the change." The other two criteria for the determination of a political entity for DXCC continue in effect: 1.a) "The entity is a UN member-state." and 1.b) "The entity (except international organizations) has been assigned a call sign prefix block by the ITU.
" The Board resolved to amend the DXCC rules by deleting IARU membership as a basis for determining a "political entity."
